Which is better for gaming?

The Ryzen 5 3600XT. It has a 4.5 GHz boost clock, 12 threads, and fits modern AM4 boards with DDR4. The Xeon is a server chip on a dead socket.

Can I put the HP Xeon in a normal desktop?

No. It uses Socket LGA1366, which no current consumer motherboard supports. The Ryzen uses Socket AM4.

Does either one have integrated graphics?

Neither does. You need a discrete graphics card with the Ryzen, and a server GPU or BMC display output with the Xeon.

Does the Ryzen come with a cooler?

The boxed version includes an AMD Wraith Stealth cooler. The OEM/tray package does not. The HP Xeon ships without a cooler.

Both are older parts. The Ryzen is easier to keep running because AM4 boards, DDR4, and coolers are still widely sold. LGA1366 server parts are scarce.

Is the Ryzen worth the extra cost?

For a desktop build, yes. It is the only one of the two that fits a consumer PC. Check current store prices on both before deciding.
