Which charges a laptop faster?

The Anker. At 67W it meets the full-speed spec of most 13-inch USB-C laptops. The Samsung tops out at 45W, which many laptops will accept but charge more slowly.

Which is better for a Galaxy phone?

The Samsung, because it uses Samsung's own Super Fast Charging. The Anker still fast-charges Galaxy phones over USB-C PD, just without the Samsung-specific handshake.

Does the Anker come with a cable?

Yes, a 48-inch cable is included. The Samsung adapter does not include a cable, so budget for one.

Is the Anker worth the extra?

There is no Samsung price given, so check both at checkout. If the gap is small, the Anker's 67W and extra port do more for the money.

Can either charge two devices at once?

Only the Anker, which has multiple USB-C ports. The Samsung has a single port.

Which is more reliable?

The Samsung has a visible record: 4.6 out of 5 from 2,000 ratings. The Anker listing shows no rating yet, so its track record is unproven.
