Can I use these together?

Yes. Use A as the black color coat, let it cure, then apply B as a matte clear topcoat. Test on scrap first, since a matte clear over gloss black dulls the shine.

Which covers more area per can?

B states 12 sq ft per 12 oz can. A gives no square-foot figure but claims high solids for maximum coverage from an 11 oz can. Buy a spare can of either.

A dries to the touch in 12 minutes versus 20 minutes for B. A also has no recoat window, so you can add coats without waiting.

Which lasts longer outdoors?

Neither listing states an outdoor durability rating. B is a clear topcoat and A is a color coat, so for exterior work a clear coat over the color coat is the more typical approach.

Neither listing includes a primer. B lists ceramic, masonry, metal, plastic and wood as surfaces; A does not list specific surfaces. Prime bare metal and bare wood for best adhesion.

Is one worth extra money?

They do different jobs, so price is not the deciding factor. Buy A for black color and B for clear protection, and check each product's price history before buying.

These are not substitutes. Product A is a gloss black color coat; Product B is a matte clear protective topcoat. Buy A if you need to paint something black with a hard gloss finish. Buy B if you need a clear matte sealer over an existing finish. No prices were provided for either, so compare store prices on each before buying.
