Do the Bose 251 speakers need an amplifier?

Yes. They are passive wired speakers, so you need a stereo receiver or amplifier rated roughly 10-200 watts per channel. They do not have built-in amplification or Bluetooth.

Are they really waterproof?

Bose rates the enclosure waterproof and builds it from molded polypropylene with sealed drivers. They are designed for permanent outdoor mounting, though mounting them under an eave adds protection.

How much power do they need?

Bose lists 10-200 watts per channel and 88 dB sensitivity at 6 ohms. A modest receiver will play them loudly; a more powerful amp gives extra headroom for outdoor parties.

What comes in the box?

You get a pair of speakers with the integrated wall-mount brackets. Speaker wire and a receiver are not included.
