Is R-3.0 enough for duct insulation?

It is thin for duct work. R-3.0 helps with condensation and radiant heat, but most ducts in unconditioned spaces need R-6 or higher wrap.

Will the adhesive stick to a dirty duct?

Not reliably. Clean and dry the surface first, and press the foam down firmly. Cold metal also weakens the bond.
