Is this blanket warm enough for winter?

Not on its own. It is ultra lightweight, so it works as a top layer over a comforter or as a summer blanket. Cold sleepers will likely want something heavier.

What size bed does 66 by 94 inches fit?

It covers a queen or full bed with overhang and reaches near the floor on a twin. On a king it will fall short on the sides.

How should I wash it?

Machine wash cold on a gentle cycle and tumble dry low. Skip fabric softener and high heat, which flatten the plush pile.

Is it good for hot sleepers?

Mixed. The light weight helps, but polyester traps heat, so it suits warm sleepers better than people who sweat at night.
