Is the third rack worth it?

Yes if you wash a lot of silverware, lids and small utensils. It keeps them out of the main baskets, but it takes some height from the upper rack.

It is rated 41 dBA, which is quiet for a full-size dishwasher. You can run it while watching TV in the next room.

Does it need a smart home setup?

No. It has no app or Wi-Fi, so it runs entirely from the top tap-touch controls.
