Is $29.99 a good price for the Tapo C121?

The camera, a power adapter and cable, mounting screws and anchors, and a quick start guide. A microSD card is not included.

Can I use it indoors as a baby monitor?

Yes. It works indoors, and the two-way audio and motion alerts suit baby or pet monitoring, though the spotlights are best turned off in a nursery.
