Which should I buy first, the arms or the shocks?

Fix what is actually failing. If you keep breaking plastic A-arms, get the arms. If the truck bottoms out or the stock shocks leak, get the shocks.

Do the aluminum arms make the truck handle worse?

They are stiffer and heavier than plastic, so impacts pass to the bulkhead and hinge pins instead of flexing. For hard bashing that trade is usually worth it.

Are the GPM shocks a real improvement over stock?

Yes for tuning: threaded preload, a 3.0mm shaft, bleeder screws and a spare 1.3mm spring. You still need to set oil weight and preload for your terrain.
