The Hosim. It is rated at 43 mph against 20+ mph for the Losi, and its brushless motor is the main reason.

Which runs longer on a charge?

The Hosim. It ships with two 2600mAh packs and is rated up to 40 minutes; the Losi's single 1400mAh pack gives about 20 minutes.

Can the Losi drive on grass or dirt?

No. It is an asphalt Late Model with low ground clearance. The Hosim's 4WD and all-terrain tires handle grass and dirt.

Is the Losi worth $58 more?

Only if you want a scale stock car for pavement racing and value the Spektrum Smart electronics and included USB-C charger. For raw speed and runtime, the Hosim wins at a lower price.

Which is better for a beginner?

The Hosim is easier to live with: two batteries, longer runtime and all-terrain use. The Losi is better once you have smooth pavement to race on.

Do both come ready to run?

Yes. Both include the car, battery, charger and 2.4GHz transmitter. The Losi needs an 18W+ USB-C power adapter, which is not included.
