Is this a rolling cart or a top chest?

It is a chest with no casters. It sits on a bench or on top of a larger box.

How much weight can each drawer hold?

The slides are rated at 120 lb per pair, so a fully loaded drawer should stay within that.

What are the outside dimensions?

About 26-3/8 in. wide, 21-1/2 in. long and 22 in. tall, with 7,600 cu. in. of storage inside.

Does one lock secure all drawers?

Yes. A single integrated barrel lock covers the whole chest.

Is $23.15 a good price?

That is far below typical pricing for a steel 7-drawer chest, so confirm the listing is the 27-inch model before buying.

What is the shipping weight?

About 142 lb, so arrange help for delivery and setup.

Our take on the Harbor Freight US General Tool Case

The US General Tool Case is a 27-inch steel chest with seven drawers and 7,600 cubic inches of storage, powder coated in slate gray. Each drawer pair is rated for 120 lb, and a single barrel lock secures the whole unit. It is a compact top or bench box rather than a rolling cart. The best new price is $23.15 at Amazon as of November 8, 2026, far below what a steel chest of this size normally costs, so check that the listing matches the 27-inch, 7-drawer model.
