Do these speakers need an amplifier?

Yes. They are passive speakers, so they need an amp or receiver to drive them. RCA inputs on the speakers take the signal from that source.

Can I connect them to a TV?

Only if your TV has RCA audio outputs. Most modern TVs use optical or HDMI, so you would need a converter or a receiver in between.

Is 200 W per speaker or total?

Pyle rates the set at 200 W max, which is a peak figure for the pair, not continuous RMS power. Expect real-world output well below that.

Can they be wall mounted?

Yes. This is the wall-mount style, so they are designed to hang on a wall rather than sit on a shelf.
