SolarEra publishes 185lm, though the same sheet also lists 5lm, which is a big discrepancy. Mancra publishes no lumen figure at all. Treat SolarEra as the safer bet on output until you see both in person.

Which covers more steps?

Mancra, by a wide margin. It ships 16 lights versus 6 for SolarEra, so it suits a full staircase or fence line where SolarEra would only dress a few steps.

Which lasts longer outdoors?

SolarEra states IP65, which means it is protected against dust and water jets. Mancra only says waterproof without a rating, so SolarEra gives you more to go on for wet climates.

Is the color-changing worth it?

Only if you want accent lighting for parties or holidays. For nightly safety lighting on stairs, the fixed warm white of the SolarEra is less distracting.

Do they need direct sun?

Both are solar, so both need several hours of direct sun on the panel to charge. Shaded steps will dim either brand, and SolarEra's 7-hour run time assumes a full charge.

Which is the better value?

Compare price per light once you have live prices. Mancra's 16-pack usually wins on cost per fixture, while SolarEra charges more per light for a stated IP rating and output.

SolarEra RGB Solar Step Lights Outdoor Waterproof vs Mancra Solar Step Lights Outdoor, Solar Deck Lights Waterproof Outdoor Lighting for Patio Fence Stairs Post Railing Yard and Garden (Color Changing, 16 Pack)

Both are cheap plastic solar step lights, so the real choice is color versus light output. The SolarEra set of 6 gives you a steady 3,000K warm white glow at a listed 185lm, while the Mancra 16-pack cycles colors and covers far more steps per dollar. Neither listing gives a price, so compare live prices across stores before you commit.
