Yes, over USB-C PD. It charges laptops and other USB-C devices, but it has no AC outlet, so only devices that charge over USB can use it.

Does it have a regular wall outlet?

No. The DC model is USB-only, with USB-C and USB-A ports. For AC outlets you need the AC version of the C300.
