Is this set worth it for a beginner?: Yes, if you want a complete four-player American set at a low price. You will still need an official mahjong card, which is sold separately.
Does it include a mahjong card or rulebook?: No. The box lists 160 tiles, a bag, four racks, three dice and chips. Buy the current National Mah Jongg League card separately.
Are the tiles engraved or printed?: They are engraved acrylic with a four-layer construction, so the flower, plant and dragon designs should not rub off like printed faces.
