Is this set enough to paint a full army?

No. Sixteen colors covers base coats on a few models, but you will need washes, shades and extra colors to finish a full army.

Do these paints work on plastic and metal miniatures?

Yes. Vallejo Game Color is made for plastic and metal models. Prime the model first so the acrylic grips.

How long does the paint take to dry?

It is touch-dry in minutes and fully cured in about an hour. Once dry it is waterproof, so clean brushes before that.

Are the paints safe to use indoors?

They are water-based and non-toxic, so they are fine for normal indoor hobby use. Keep them out of reach of young children.

Sixteen 18 ml plastic dropper bottles of Game Color acrylic paint, including metallic shades. Brushes and primer are not included.

When is the best time to buy it?

Pros

16 colors at 18 ml per bottle gives a usable starter range
Water-based and non-toxic, with no harsh solvent smell
Matte finish suits miniatures and takes primer and varnish well
Lightfast and opaque, so coverage holds up over time
Dries waterproof in about an hour, so handling is safe after curing
Works on both plastic and metal surfaces

Cons

16 colors is a small palette once you need shading and highlights
No washes, inks or mediums included
Bottles are dropper-style, which some painters find slower than pots
Waterproof once dry means mistakes need paint remover, not water
Full cure takes about an hour, so quick touch-ups can smear
