Is the 11th-gen iPad worth it over the iPad Air?

If you mainly stream, browse and take notes, yes: it costs far less and covers those tasks. The Air buys a better laminated display and a faster chip for creative work.

How much storage should I get?

128 GB suits streaming and cloud storage. Choose 256 GB if you download movies, games or large files offline.

Does it work with the Apple Pencil?

It supports Apple Pencil models that pair with the current base iPad, including the USB-C Pencil. Check the Pencil generation before buying.

Is the cellular version worth the extra cost?

Only if you need data away from Wi-Fi, such as commuting or travel. Otherwise the Wi-Fi model plus a hotspot does the same job for less.
