Is the Dell Inspiron 15 3511 good for a student?

Yes for basic coursework: documents, web research and video calls run fine on the i3 and 8GB of RAM. Students running heavy software or games should look at a faster chip.

Can I upgrade the RAM and storage?

The 3511 has a single RAM slot and one M.2 slot, so you can swap in a larger SSD and a bigger memory module. Check the exact configuration before buying, since some listings ship with 4GB.

Does it have a backlit keyboard or USB-C?

No. This model has a standard non-backlit keyboard and USB-A ports plus HDMI, so plan on an adapter if your devices use USB-C.
