Does it need to be plugged in?

No. It is fully manual, so it needs no outlet and can go anywhere in the room.

Is corduroy a good fabric for a recliner?

Corduroy is soft and warm and its ribbed texture hides wear, but it shows crushed pile and lint and is harder to wipe clean than leather or microfiber.
