Is the 3rd-gen Apple TV 4K worth it over the older model?

Yes if you want the faster A15 chip, HDR10+ support and the USB-C Siri Remote. If you already own the 2nd gen and don't need those, the upgrade is minor.

Do I need the 64 GB version?

Only if you want Ethernet and Thread smart-home support. The 64 GB model is the one with those features; the 128 GB model drops them.

Can I use it with a non-Apple phone?

Yes. Setup and casting work best with an iPhone, but the box streams Netflix, HBO and other apps without any Apple device.

Does it support Dolby Atmos?

Yes, it passes Dolby Atmos to compatible soundbars and receivers, and supports Dolby Vision and HDR10+ video.
