Is the GM II worth it over the original 24-70mm GM?

Yes for most buyers. It is lighter, has faster and quieter autofocus, and is sharper wide open, though it costs more. If you rarely shoot at f/2.8 and already own the Mark I, the upgrade is less urgent.

Does it work on APS-C Sony cameras?

Yes. It mounts on any Sony E-mount body, but on APS-C it behaves like a 36-105mm lens, which makes it a large, heavy choice for those cameras.

Does the lens have image stabilization?

The lens has no optical stabilization of its own. Stabilization comes from the camera body on Sony Alpha models that have in-body stabilization.

What filter size does it take?

It takes 82 mm filters, the same as the first-generation 24-70mm f/2.8 GM.

The lens ships with front and rear caps, a lens hood and a soft case. Check the listing for whether it is body-only or a kit.
